Mission Control had them undock - that made it worse. Armstrong made a very quick decision to shut down the OAMS and stabilize Gemini. It was a potentially bad situation - he and Scott could’ve been too disoriented to control Gemini or even have lost consciousness - but probably not quite the drama portrayed in the movie. They did begin an immediate deorbit and landing since the malfunction used up most of the maneuvering fuel.
