With all the tubes in place I wanted to make all the tops were in line before gluing them in place against the top centering ring.
Card stock was wrapped around the tubes and rubber bands were "lightly" bound over the wrap. Note I said "lightly" - you don't want the rubber band pressure to indent the tubes.
The card stock wrap would give me a more even pressure around all eight tubes, holding the tops down evenly.
A toothpick dipped in white glue was used to apply a small fillet around the tube /centering ring joints.
