The area around the small gussets was rough, even more noticeable after some white was sprayed on.
The is no way to sand between the small gussets. Before the paint was totally dry, some of the raised paper and "fuzzies" were pressed down with the tip of a sharpened dowel.
I had to go back in the gusset joints with another fillet.

Light sanding with 400 grit (dry at this point) will smooth out the rough area for the next coat of paint.
I'll continue to sand between the first two coats. By the third coat you won't see that rough spot.
