This sort of reminds me of what you could do with some smaller plastic models of airplanes (1/100 and smaller) -- clip the top of a pin (the type that has a ball on the head) off and use it as a "pilot figure". At the smaller scales you often didn't even have a cockpit cutout (especially in old kits) -- it was basically a "shelf" on which you glued the canopy.
About what size bead? A Lego minifig head might work.
