In Step 8A you slide the #1 shroud down onto the 2060 ring already glued to the installed engine mount.
The picture to the right shows the dry fit.

With shroud #2 dry fitted, my BT-20 only extended out the back by 1/8"!
I was concerned about the gluing surface of the nozzle shroud #3 and the finished height of the model.
To get the correct fit, I first glued shroud #2 against the 2060 ring from the bottom. The 2060 ring was glued so with the shroud in place, the BT-20 extended 5/16" out the bottom.
Shroud #1 was glued into place next, from the top down.

When you are setting the shrouds in the glue, double check the straightness of the launch lug. It's very easy to get it out of line.
The picture shows a bead of glue above shroud #1 before it was smoothed out with a fingertip.
